The Football Association was founded

For over 150 years the Football Association has been a driving force in the development of football in England. Because there was not enough money to finance the game, the early years of the association saw little competition among clubs. In 1893 there were 50 members. Many felt that competition would foster bitterness and unhealthy rivalry. The Football Association was founded and its role in the game has been growing steadily.

FIFA's origins date back to 19th-century France. FIFA was formed in Paris, France by seven football associations from across the continent. Later, the British FA was joined by IFAB to form a single association. The international soccer governing board now has 209 member associations. Origins of the Laws of the Game

While the modern game of football evolved slowly, there were many key innovations that emerged over time. Goal-kicks as well as corner-kicks became common in 1869. In 1878, the referees introduced the whistle. However, the penalty wasn't popularized until 1891. At that time, it was thought that a gentleman would never intentionally foul another person. The penalty was added in 1891 to the game. This is a significant update from the previous version.
